Did you guys recognize the Phantom? I'm pretty sure he has the title for Silliest Tights Worn By A Hero.

Interesting Factoid: Lee Falk's 1936 creation was the first superhero to wear full body tights! Before that, they just wore a nice tweed ensemble.
