I agree with GARANDFAN's observation regarding cost cutting.
However, the cartoon has more of a quality management (TQM for you bidness skrool types) kind of vibe than a marketing/advertising feel.
It's a well-crafted slogan that pulls it all together (& don't get me wrong--that's a very good 'toon as well).
Selling advertising, I'd be playing up a visibility-versus-lack-of-visibility thing (use of camo or maybe a dufus with a poorly folded map)...something that communicates, "If they can't find you, the point is moot."
