HEY GARANDFAN
That's a layer of spackling material layed on masonite board. I applied the goop with a piece of cardboard to get the surface somewhat smooth.
Once it dried, I painted the figure with oil, then covered the whole thing with a thin layer of sienna and ochre.

Texture to the extreme! Every time a see a Minotaur image I think of "Time Bandits" and that weirdly surreal fight scene with Sean Connery. This one especially looks like that.
