The Maricopa county (covering most of the Phoenix metropolitan area) sheriff, Joe Arpaio, has been scaring the locals with tales of illegals running rampant. Also, the Feds aren't helping matters by looking indifferent and incompetent. So, you get pandering local pols passing a check their papers if brown law.
